note: Melbourne Consulting and Custom Programs is not currently accepting new enrolments into this subject. The subject examines the procurement of infrastructure projects. The components of this subject include project management principles and practice, the contractual framework for typical public private infrastructure projects, principles of contract and construction law, contract administration and the structure and operation of private sector consortium bids. Specific subjects included in this subject include output specification, the public sector comparator for public private partnership transactions, evaluating bids, stakeholder management, project scoping and managing the transactional risk and performance benchmarking in major projects. |

| Objectives: | At the completion of this subject, students are expected to: • Possess an understanding of the critical elements of project management and the principles of contract, agency and construction law • Demonstrate an understanding of the transactional aspects relating to public procurement in major projects • Construct, apply and interpret the public sector comparator, undertake cost benefit analysis and prepare an output specification for a major project • Understand the project development process and undertake preliminary bid comparison and evaluation, critical path planning, bid structuring and organization • Apply contract management techniques with a particular emphasis on contract variations, the operation of cure and remedial mechanisms and an understanding of the different roles, and possibly conflicting interests of, project stakeholders. |
